SSL 530 Mandaroty Message

When I try to connect to Availity FTP, I get message that SSL 530 is mandatory. I believe it is security certificate requirement from client side for hand-shake with secured ftp or commercial secured website. How do I get the Client side certificate from Certificate Authority. Any ideas? Your input will be very much appreciated.

It is giving brief information about Filezilla.  Very powerful, supports SFTP, has command lines, free.
