I'm not sure I'm answering the question you are asking, but if you are merge printing from either the Report Writer (yes you can do merge printing via a "free form" report), or by using the PrintString() you should be able to put an exclamation mark in front of your merge field.  If this field is blank, then nothing will print, and if that is on a line by itself there won't be a blank line.  For instance:
Merge fields as so:

*First* *Last*
!*Title*
Address

Will print as follows if there is a value for Title:
John Doe
President
123 Street Name

but will print as so if there is no value for Title:
John Doe
123 Street Name
