The following comes from a worn and faded copy of a page from a novel of fiction entitled Shadow of the Condor, by James Grady.  It came from p. 281 of the copy I was reading... many, many years ago.  Please - no one make this into a politically divisive topic!  This quote could be true of every country on this planet, and many other organizations as well....

"... a bureaucracy, in order to maintain itself, will elevate nonproductivity to the point where productivity is secondary and existence is primary.  If a bureaucracy allows even a dead or worthless appendage to be trimmed, if it admits that something it has or is doing is of no value, then the bureaucracy feels its power threatened.
