Report Breaks

I'm trying to create Report Breaks in a Report for ONE value, the tech name.

It seems to work, however, it is also breaking by another value that it's not set to break by.

Why is this and how can I prevent it from doing so?

Figured it out, I had to, Report > Attach Specs > Sort Spec (A Sort Spec that I designed in Preview Application). Then it works.

And I forgot to mention, taking the Group Headers and making them Break Element by the Layout Elements (Values) I wanted.
