I had edited a static text box "outside" off the last element.

I then reconciled it to the db - the change to the static box never transferred.

I repeated it several time - nothing.

Went back to designer delected the box, reconciled it and opened the db and OLD static box was still there.

Finally I added a static box "in the form" reconciled it opened it and the nex box was there.

Back to designer move it reconciled it and that finally moved it to the end.

ps - Preview showed the change evertime.
